File a Complaint Against a CSIS Agent
With the Director of CSIS

A complaint can be made with respect to any act or thing done by the Canadian Security Intelligence Service. If you have already made a complaint to CSIS and they have not responded or you are dissatisfied with the response you can make a complaint to the Security Intelligence Review Committee, the oversight body for CSIS.

Complaints will not be investigated if they are regarded as "trivial, frivolous, vexatious or made in bad faith".

Formal Complaint

Step 1:

There is no form for making complaints to CSIS. They recommend compiling as much documentation and other information as possible to explain and support your complaint. Remember to keep copies and do not send originals. Your complaint should include a letter that has the date, your name and your contact information.

Step 2:

Mail your complaint to the Director of CSIS.

Director
Canadian Security Intelligence Service
PO Box 9732 Stn T
Ottawa ON  K1G 4G4

You should receive a response within 30 days.

Next:

If you do not receive a response within 30 days or you are dissatisfied with the outcome of your complaint you can file your complaint with the Security Intelligence Review Committee.
